Detailed Analysis

Unlike the Lok Sabha where seats are based purely on population, Rajya Sabha seats represent the States as units. However, the allocation is still weighted by population. Uttar Pradesh has the highest (31 seats), while smaller states like Goa or Sikkim have only 1 seat. Only two UTs (Delhi and Puducherry) currently have representation here.

Historical Evolution

As populations change and new states are formed, the seat counts in this schedule are readjusted. For example, when Andhra Pradesh was bifurcated, its seats were divided between the new AP and Telangana.
