Think of the Governor as the "Referee" of a state. While the players (Politicians) play the game, the Governor makes sure they follow the rulebook (Constitution). After an election, the Governor decides which team captain (CM) should be invited to form the government.
01. Aid and Advice (Article 163)
The Constitution provides that there shall be a Council of Ministers with the Chief Minister at the head to aid and advise the Governor in the exercise of his functions.
Discretionary Power
Unlike the President, the Governor has certain functions where he acts in his
discretion
. If any question arises whether a matter is one where the Governor is required to act in his discretion, the decision of the Governor is final.
